The Local Democracy, Economic Development and Construction Bill progresses through Parliament
The Government published its response to the consultation document Prosperous Places: Taking forward the Review of Sub National Economic Development and Regeneration on 25 November 2008.
Prosperous Places proposed a way forward on implementing the recommendations set out in the Sub-National Economic Development And Regeneration Review (2007). The response set out how it would deliver more effective economic decision making and planning in England’s regions and localities.
These reforms will put in place a legal and policy framework which will assist regions, sub-regions and local areas in responding to current economic difficulties, preparing for the upturn and strengthening jobs and business growth in all areas in the longer term.
In addition to this, a set of Frequently Asked Questions on how the transition to the new arrangements will be managed can also be found with the response.

The Local Democracy, Economic Development and Construction Act received Royal Assent on 12 November. Part 5 provides for the introduction of a Regional Strategy for each region in England except London. In advance of this, in order to maintain momentum on the good progress regions had already made on preparations for the new regional strategy working arrangements, Communities and Local Government and the Department for Business Innovation and Skills published the consultation document; “Policy Statement on Regional Strategies and Guidance on the establishment of Leaders’ Boards” in August 2009 . The closing date for receipt of representations was the 31st October 2009.

The Local Democracy, Economic Development and Construction Act was passed by Parliament in November 2009.
