Structural and Cohesion Funds Administration

The Department for Business, Enterprise and Regulatory Reform (BERR) is responsible for the UK-level negotiations with the EU institutions on future Structural Funds spending. It has taken the lead role in determining the allocations of Competitiveness funding. It has also overseen the response to consultation and the development of the UK’s National Strategic Reference Framework for 2007-2013.


Delivery of the funds in England is through Communities and Local Government (CLG), which is the Managing Authority for the European Regional Development Fund (ERDF) (for the 2000-2006 period through the Government Offices in the regions and for the 2007-2013 period through the Regional Development Agencies) and the Department for Work and Pensions (DWP), which is the Managing Authority for the European Social Fund (ESF) in England, through Job Centre Plus and the Learning and Skills Council.


The Scottish Executive, the Welsh Assembly Government and the Northern Ireland Administration are responsible for regional policy, including delivering the Structural Funds, on their territories.
