Guidance on export licensing of Man-Portable Air Defence Systems (MANPADs)

Recognising the threats posed by unauthorised proliferation and use of Man-Portable Air Defence Systems (MANPADS), especially to civil aviation, peace-keeping, crisis management and anti-terrorist operations, Wassenaar Arrangement member states agreed in December 2003 that they should apply strict national controls on the export of MANPADS.

The purpose of this guidance is to provide officials and industry with information on how Her Majesty's Government interprets the provisions of the Wassenaar Elements for Export Controls of MANPADS.
