Guidance on the Export Control Legislation for Academics and Researchers in the UK

Export controls apply to the academic community in the same way as to any other person or organisation involved in activities subject to the controls. However, many activities taking place within academia relate to public domain information or basic scientific research. Export Controls as far as they effect the academic community, do not seek to restrict or vet publication of scientific papers or research, but to prevent their misuse.

The ECO has produced a guide for the scientific and academic communities to help aid understanding of the potential impact of Export Control Legislation as outlined in the Export Control Act 2002 and associated Orders.

The document includes:

  • Summary of UK Export Controls
    • Definition of Control Lists and End Use Controls
  • Details of exemptions involving "in the public domain" and "basic scientific research"
  • What the controls mean in practice for researchers and important principles of:
    • Being 'Informed'
    • Being 'Aware'
    • Public Domain

    • How to assess whether transfers are licensable
  • Case Studies which illustrate the principles involved in export controls
