Changes to OIEL Conditions - February 2008

NOTICES TO EXPORTERS - 2008/05

There have been a few changes to the way OIELs/OITCLs* are processed and issued under SPIRE, and the conditions that are added to these licences. All those using OIELs/OITCLs should be aware of the following:

  1. OIELs/OITCLs are issued to the registered company name and address as per the details found at Companies House.

  2. OIELs/OITCLs are still site specific – the permitted exporting site is found at the start of the schedule (usually page 5).

  3. Military and dual-use goods can now appear on the same OIEL and therefore one set of standard conditions will apply to these licences. Additional conditions are added as applicable.

  4. OIEL/OITCL conditions have changed. Some of the changes have been made for consistency with other licence conditions, others are new conditions.

  5. You should carefully read any OIELs/OITCLs that are issued to you on SPIRE in full. Notable changes to the conditions include:

    • Additional condition on exports of military goods for exhibition
    • Update to the consignee undertaking requirements, especially relating to Government consignees
    • Additional condition relating to Customs Free Zone.
