Open General Trade Control Licences (Category C Goods and Small Arms)

Decide, and if appropriate, use an Open General Trade Control Licence (OGTCL) which allows the export of specified controlled items by any exporter. Use of these OGLs removes the need to apply for a Standard Individual Trade Control Licence (SITCL), but exporters must ensure all conditions are met and shipment and destinations are eligible. Exporters will be subject to regular Compliance visits and must register to use these licences.

There are 2 types of OGTCL - one for Category C Goods and another for Small Arms.

Specific Conditions

 

Open General Trade Control Licence (Category C Goods)

An OGTCL which allows the transfer to and from specified countries of "Category C" goods - in other words, all goods contained on the UK Military List that do not fall into either Category B or A or certain substances that are controlled for the purpose of riot control or self-protection and related portable dissemination equipment.  

Open General Trade Control Licence (Trade and Transportation: Small Arms and Light Weapons)

An OGTCL which allows the transfer to and from specified countries of small arms.

If you cannot use either of these OGTCLs because you cannot meet the conditions in terms of shipment or destination, then you are likely to need either the Standard Individual Trade Control Licence (SITCL) or Open Individual Trade Control Licence (OITCL). Current OGLs

You can view the current licences by accessing the documents below:

 

The current licence is dated 8th January 2010 and entered into force on 15th January 2010. All previous licences are now revoked.

 

The current licence is dated 26th March 2009 and entered into force on 6th April 2009. All previous licences are now revoked.

Note: You will need to state the exact name of the licence in full on any supporting documentation given to Her Majesty's Revenue and Customs (HMRC)

 

Using these Licences

You will need to register to use for either or both of these licence on SPIRE.

It is your responsibility as the exporter :

  • to use the licence within all its defined terms and conditions.
  • to keep updated of any licence amendments. (eg changes to permitted or excluded destinations or goods)
