Global Project Licence

Details of the Global Project Licence (GPL) which simplifies the arrangements for licensing military goods and technologies between certain countries collaborating in defence projects.  GPLs are very similar to the Open Individual Export Licence (OIEL).  

 

The Global Project Licence (GPL) simplifies the arrangements for licensing military goods and technologies between countries who are partners in Framework Agreement (FA) and who are participating in collaborative defence projects. The countries concerned are the UK, France, Italy, Sweden, Spain and Germany.  Each Framework Partner state issues their own GPL that permits multiple exports of specified goods and technology where these are required to achieve a particular programme or when they are intended for the national military use (if requested) by any of the FA states. These GPLs can be used for exports involving both Government collaborative projects and those where an industrial collaboration has taken place.


Similar to OIELs

GPLs are very similar in nature to the Open Individual Export Licence. One difference is that GPLs are generally valid for the entire length of a particular project. It also allows more sensitive exports of military goods (including the final product where required) to the FA Partners to reflect the degree of enhanced co-operation and simplification of licensing arrangements agreed under the FA treaty.

 

Consensus agreement

Use of the GPL licence for these joint programmes means that the procedures in the FA treaty for consideration of agreeing permitted export destinations involving exports outside the FA states of finished products can be applied. These decisions are reached on a case by case basis and through consensus agreement between participating partners in the programme concerned based on the destinations proposed by industry where they believe there are likely prospects for such exports to be made. Full account is taken of each respective Partners’ national export control policies and their international obligations and commitments, including the EU Code of Conduct in reaching such decisions.
 
Consolidated Criteria


Applications for both GPLs and licences for final exports from the UK are assessed against the consolidated criteria in the normal way. Application should be made via the SPIRE licensing system.
