Further to its earlier Notices (ECO/PU11/07 of July 2007, and NTE200804 of February 2008), the European Community has adopted a further Regulation amending Council Regulation (EC) No.423/2007 concerning restrictive measures against Iran. Details as follows:
The amending Regulation was adopted on 10th November 2008 and entered into force on 12th November 2008.
In response to the adoption of United Nations Security Council Resolution 1803(2008), the European Community adopted Council Common Position 2008/652/CFSP of 7th August 2008 and subsequently adopted Council Regulation (EC) No. 1110/2008. These imposed additional restrictive measures on Iran including,:
Extending the prohibition on certain other goods and technology that could contribute to enrichment-related, reprocessing or heavy water related activities or to the development of nuclear weapon delivery systems as identified in a new Annex 1A;
Extending the prohibition on the purchase, import or transport of goods and technology to those listed in new Annex 1A;
Extending the prohibition on technical assistance and brokering services; investment; financing and financial assistance to those listed in new Annex 1A;
Introduces customs procedures for submitting pre-arrival and pre-departure information;
Changes made to Article 7, 11, 12 and 15;and
Adds a new Annex 1A (which is made up of items previously listed in Annex II), and replaces Annex II.
In addition clarification is provided on which competent authorities are authorised to grant licences.
Changes to UK implementing legislation, The Export Control (Iran) Order 2007, will also be necessary and a further Notice will be issued once this has been issued.
