Solutia a chemical manufacturing site in South Wales is in the throws of a small onshore wind scheme involving 2 x 2 MW wind turbines on a brownfield site immediately adjacent to the demand for the power.  Work is underway and we are just waiting the planning consent for the actual units following 2.5 years of preparation.

We are using a developer and third party finance.  We therefore have a keen interest in the economics not being harmed by changes in the ROC parity, where already marginal wind conditions could mean the difference between go or no-go for the project with considerable implications for this site.

Here are our points on the reform of the Renewables obligation:

  1. We support the removal of the requirement for a sell and buy back agreement and anything that reduces complexity.
  2. As we are in the throws of a twin turbine project ourselves we wish for the ROC to MWh parity to remain at 1.  No problem of course with it being greater than one to for example specifically incentivise brown field point of use onshore renewables. In general I would rather not see the robbing of Peter to pay Paul applied to an existing arrangement where investors are looking for certainty in the long term.
  3. In a similar vein I would suggest that smaller schemes as opposed to 'wind farms' i.e. lower number of turbines do not suffer if the ROC value for onshore farms does fall below the 1 mark.  Timing may also be critical in our case.

We hope these points can be accommodated and a reasonable outcome result.
