The objective of Government's Microgeneration strategy is to create conditions under which microgeneration becomes a realistic alternative or supplementary energy generation source for the householder, for the community and for small businesses.

The strategy was preceded in summer 2005 by a consultation on the strategy for the promotion of microgeneration and the Low Carbon Buildings programme.

Microgeneration strategy: progress report

A progress report was published in June 2008, showing that many of the barriers in the strategy have now been addressed.  The report is available below:

  • Action 4: DTI (now DECC) to investigate all the suggestions outlined in two DGCG reports on accrual of green energy certificates and publish a formal view by end 2006.

The June 2008 Microgeneration strategy: progress report provided an update on decisions taken regarding suggestions set out in two reports on the accrual of Renewable Obligation Certificates (ROCs), Levy Exemption Certificates (LECs) and Renewable Energy Guarantee of Origin (REGOs).

The Government had previously published its initial view on the issue of deeming under the Renewables Obligation (RO), which was the focus of one of these reports, in the consultation on Reform of the RO published in October 2006. However, we further committed to look at options to encourage the uptake of microgeneration as part of the UK Renewable Energy Strategy and agreed to consider this issue further in this context.

Since the publication of the Progress Report in June 2008 the Government has announced its intention to introduction a feed-in tariff (FIT) to support small scale generation up to 5 MW. The Government is therefore not minded to consider the issue of deeming under the RO further as it is likely that microgenerators currently operating under the RO will, in future, be supported under the FIT.
