Towards a Nuclear National Policy Statement: Consultation on the Strategic Siting Assessment Process and Siting Criteria for New Nuclear Power Stations in the UK: 22 July - 11 November 2008

In the White Paper on Nuclear Power, published in January 2008, the Government confirmed that it would carry out a Strategic Siting Assessment (SSA) to identify and assess the sites which are suitable for deployment of new nuclear power stations by 2025. This document consulted on the criteria and the process for the SSA.
Alongside this, the Government sought views on a study (including appendices) of the environmental and sustainability effects of siting new nuclear power stations in accordance with the criteria. The Government also published a Habitats Regulations Assessment Screening Report.

The Government response to the consultations on the strategic siting assessment process and siting criteria for new nuclear power stations in the UK ; and applying the proposed strategic siting assessment criteria : a study of the potential environmental and sustainability effects is available below.

This sets out the final process and criteria to the SSA and responds to comments made on the environmental study. In conjunction with this document, the Government has also published an update of the assessment of the environmental and sustainability effects to reflect changes to the SSA criteria made in response to the consultation.

The Government response also includes guidance and a nomination form for nominators. These are available as separate documents and the nomination form is also available separately in word format below.

We have also produced a leaflet: ‘Have your say: New Nuclear Power stations: how sites will be chosen and how you can have your say’ available from the Nuclear Power Siting Website.

Consultation on Funded Decommissioning Programme Guidance for New Nuclear Power Stations: 22 February - 16 May 2008

The White Paper on Nuclear Power 2008, published in January 2008, confirmed the Government’s commitment to put in place legislative arrangements to ensure that operators of new nuclear power stations have secure financing arrangements in place to meet the full costs of decommissioning and their full share of waste management costs. Clauses in the Energy Bill 2008 create the framework for this. The Energy Bill will require any operator of a new nuclear power station to have a Funded Decommissioning Programme, approved by the Secretary of State, in place before construction of a new nuclear power station begins and to comply with this programme thereafter.

It was also announced in the Nuclear White Paper that, in parallel with the Energy Bill, the Government would publish for public consultation two sets of draft guidance on what an approvable Funded Decommissioning Programme should contain.

The consultation closed on Friday 16 May 2008.

As part of the consultation, we held two national half-day events – one in London (17th April 2008) and one in Manchester (1st May 2008). The presenters spoke to the following slides at the events:
