Energy Measures Report

Action by local authorities is critical to the achievements of the Government’s climate change and energy objectives.

This Energy Measures Report, published on 18 September 2007, sets out the steps that local authorities can take to:

  • improve energy efficiency;
  • increase the levels of microgeneration and low carbon technologies;
  • reduce greenhouse gas emissions; and
  • reduce the number of households living in fuel poverty.

Local authorities will have to ‘have regard’ to the report when exercising their functions.

The report pulls together existing sources of help and advice to local authorities on climate change and fuel poverty into one single document. It is structured into the following series of modules, allowing local authorities to navigate only to those sections which are relevant to them:

  • Module 1a: the role of local authorities in England
  • Module 1b: the role of local authorities in Wales
  • Module 2: Key sources of advice and support
  • Module 3: Ideas for action
  • Module 4: A good practice strategic approach
  • Module 5: Community leadership
  • Module 6: Own estate and operations
  • Module 7: Environment
  • Module 8: Planning
  • Module 9: Housing
  • Module 10: Transport
  • Module 11: Schools and education
  • Module 12: Social care
  • Module 13: Economic development and regeneration
  • Module 14: Energy Advice
  • Module 15: Adaptation to climate change

In addition the following summary versions of the report are available:

This is the first time this report has been published and we would welcome feedback and comments on it. Please email these to: energymeasuresreport@defra.gsi.gov.uk

The contents of the report were informed by the Guidance to Local Authorities in England and Wales on Climate Change Mitigation and Fuel Poverty consultation on the approach the Government should take towards the report, which ran from 9 May – 1 August. A summary of the responses to the consultation and the Government’s response, together with the consultation document, are available.
