Better Regulation, Better Benefits project

Between January and October 2009 the Better Regulation Executive carried out work with other parts of Government to analyse and highlight the benefits that regulation can deliver, and how ‘better regulation’ approaches can help improve regulatory outcomes. We also commissioned research with individuals and businesses to improve our understanding of the perceptions of regulation. Our aim was to improve understanding among policy-makers and to develop communications material on successful regulation. It produced four key outputs:

  • Main Report

Seeks to improve understanding of the benefits of regulation and how regulations are perceived, by studying research and good practice. From this, we draw lessons for policy-makers about how benefits might be better delivered and identify promising approaches for improving perceptions of regulation.

 

  • Case Studies

Six detailed case studies examined how better regulation principles and practices deliver a range of positive outcomes, such as through the National Minimum Wage and the smoke free laws in public and working places. Our case studies clearly showed that ‘better regulation’ approaches can help deliver benefits and foster a positive perception of regulation, as well as minimising cost.

 

  • Joint Statement

Key stakeholders from across the business community, trade unions, government and regulatory community signed up to a joint statement that signalled their support of the better regulation agenda and its work to maximise benefits and minimise costs.

 

  • Research Report

We commissioned, along with the Health and Safety Executive, the Food Standards Agency and the Environment Agency, quantitative and qualitative research with businesses and the public on regulation. We wanted to discover more about their views on regulation and how they are shaped, and how they may be shaped.

 

Next steps

We will be working in the coming months with those who assisted us in the Benefits of Regulation project, using the outputs of this project to help in future policy developments in the regulatory area, and helping keep the benefits of regulation agenda at the forefront of policy makers minds. The findings from this project will inform future work, in areas such as Impact Assessments and public perceptions.
