Improving Regulatory Delivery – putting business into the way we regulate


Business is regulated and enforced by many different organisations. The Better Regulation Executive (BRE) works with regulators, departments, Non Departmental Public Bodies and Local Authorities to simplify their approach, understand the business perspective and improve the perception of enforcement and regulation.

Within its overall responsibility for the Government's better regulation agenda, the BRE is working with government departments and regulators to change the culture and improve business perception through three key themes: 

  • Improving the performance of regulators and enforcers
  • Identifying, rewarding and recognising good practice
  • Reducing the complexity of the landscape 

More specific projects which support these themes and build on the recommendations from the Hampton and Macrory reviews are: 

  • Hampton Implementation Reviews to assess compliance against the Hampton Principles among regulators
  • Providing access to alternative civil sanctions through the Regulatory Enforcement and Sanctions Act 2008, to achieve better compliance with regulation
  • Building networks, identifying and  spreading good practice to innovate the delivery of regulation
  • Supporting the Local Better Regulation Office and the Primary Authority Scheme to help local authorities to provide the right conditions for business success
  • Extending the Compliance Code to make sure regulators are putting better regulation principles into practice
  • Establishing specialist regional courts to drive efficiencies, specialism and economies of scale
  • Recognising good practice through the National Business Awards to encourage innovation
  • Produce a directory of regulators to simplify the existing regulatory landscape
