Additional Information for Notice to Exporters 2008/08 - Open General Licences (OGELs) and CHIEF

NOTICES TO EXPORTERS - 2008/10

Notice to Exporters 2008/08 alerted exporters to the go-live on 16th April of the direct link between ECO’s licencing system, SPIRE and CHIEF.

This information remains correct. However there are some additional points to be made around the declaration of OGELs. Customs Information Paper (08) 22 is the definitive document and has additional contact details, but below are some points specifically related to OGELs:

Information for exporters who HAVE already registered for OGELs on SPIRE

  • The SPIRE generated Export Licence Number (not the GBOGE/200x prefix) must be entered in the HDR-AI-STMT-TXT data element, with a leading zero where the licence number is 5 digit, and RPTID in the HDR-AI-STMT data field of the Harmonised SAD.

  • The full licence number should be entered at the item level of Box 44.
  • The status code is EP.

The OGEL “licence number” can be found on the schedule attached to the acknowledgement letter from SPIRE. This can be found in your SPIRE workbasket.

You must still enter the name of the OGEL in full on relevant export paperwork as this is a requirement of the licence and will be audited by ECO Compliance Officers at visits.

Information for exporters who have NOT registered for OGELs on SPIRE

  • If you have not registered on SPIRE for OGELs or your registration has not been confirmed, you must reflect this on the SAD using “paper” document status code JP. You should also use this if you are using an OGEL which does not require registration.
  • There will be NO licence number to declare.

Register for OGELs

If you have not already registered for OGEL use on SPIRE you should do so as soon as possible.

To speed up the receipt of an OGEL reference number which you can quote on the SAD form (as explained above), please register for all the licences you use as one “application” rather than individually.
