The Energy Review Report, published in July 2006, highlighted the challenges we face in addressing climate change and ensuring security of energy supplies. The report noted that a key response to these is to investigate the extent to which Distributed Energy could complement, or in the longer-term offer a potential alternative to, a centralised system.
DTI (now BERR) and Ofgem worked together to consider these challenges and have undertaken a Review of Distributed Generation (DG) to look at the specific barriers to distributed electricity generation, including combined heat and power. As a result of this review, DTI and Ofgem published a call for evidence to seek the input of interested parties. The deadline for responses was 2 January 2007. All responses except those where confidentiality was requested are available below:
The results of the review are now published here alongside the Energy White Paper: Meeting the Energy Challenge. The Report sets out a package of measures aimed at addressing those barriers specific to DG which are not being addressed through Government and Ofgem action elsewhere in the energy market. Government and Ofgem will work together to implement these policy proposals. We worked with the World Alliance for Decentralized Energy (WADE) to develop a preliminary understanding of the costs and benefits for the UK of an increased penetration of DG to support the Review of DG and a paper on this work is available below:
The Energy White Paper also sets out our broader policy on Distributed Energy, including heat.
