Planning

The Renewables Advisory Board (RAB) commissioned several reports on community involvement in wind energy developments to follow up three of the recommendations from the Community Benefits study which was completed in early 2005. The reports produced are:

  • Delivering Community Benefits from Wind Energy Development - A Toolkit
  • Protocols for Public Engagement with Proposed Wind Energy Developments; and
  • Bankable Models which Enable Local Community Wind Farm Ownership

The Renewables Advisory Board (RAB) also commissioned the 'Onshore Wind Energy Planning Conditions Guidance Note', available via the link below

The aim of the Guidance Note is to provide advice on the appropriate types of planning conditions relevant to wind energy development. This advice incorporates information already present within existing planning guidance, provides additional advice regarding the use of planning conditions and outlines generic conditions for use in wind energy developments.

Objectives and work plans

New work proposed includes:

  • Reducing the topics for disagreement in the planning process by:
  • establishing agreed national standards (where possible in line with international work) on the benefits of renewables (starting with onshore wind) in terms of GWh provides electricity for X households etc.
  • providing clear agreed guidance on environmental impacts such as shadow flicker, TV interference, infrasound etc.  

    Also:
  • Updating the onshore wind noise working group report (ETSU R97) to include the recently completed work on infrasound and consideration or roof mounted wind turbines.
  • Updating the guide for community groups on RE.
