Governance

The feasibility study is being carried out by a cross-Whitehall team led by the Department of Energy & Climate Change (DECC) and including representatives of the Welsh Assembly Government and the South West Regional Development Agency. This cross-Government Project Team reports to a Project Board (senior officials from six other Government Departments, Welsh Assembly Government, the South West Regional Development Agency, Government Office South West, and non-executive members).

The Board, chaired by Chris Barton, Head of the Renewable Energy and Innovation Directorate in DECC, feeds into an ad hoc Ministerial Group chaired by Ed Miliband, Secretary of State for DECC. The membership of this group includes Ministers from Other Government Departments, the Welsh Assembly Government, and the Minister for the South West (Ben Bradshaw).

The ad hoc Ministerial Group feeds into the Cabinet sub-committee on Energy and Environment where final decisions are taken.

Peer review

A Technical and Engineering Expert Panel has been appointed to peer review the technical outputs of the feasibility study and provide us with independent engineering advice. Following consultation with the Royal Academy of Engineering and other professional engineering bodies, seven professional engineers have been appointed:
