Non Proliferation - Global Threat Reduction Programme - North West Russia


The overall objective of UK Global Partnership is to assist the process of making Spent Nuclear Fuel (SNF) and radioactive waste safe and secure at Andreeva Bay (Kola peninsular) and at the Atomflot port near Murmansk, as well as defueling and dismantling decommissioned nuclear submarines. These activities help to diminish risks of a nuclear incident or leakage of radioactivity into the environment and the security risks represented by the associated nuclear materials.

Submarine Dismantling
- £11.5m for dismantling two Oscar-1 Class submarines (now completed);
- £3m for dismantling a Victor-III Class submarine (now completed);
- £3.9m for dismantling another Victor-III Class submarine. The cost will be shared 50:50 with Norway.
Spent Nuclear Fuel (SNF)
- £21m for a SNF storage facility at Atomflot, Murmansk, including 50 TUK 120 casks, to store highly enriched spent Zirconium Uranium fuel from the Atomflot icebreakers, currently stored afloat on the 'Lotta', a nuclear fuel supply ship. Todate, 6 casks have been filled with spent fuel and placed in the SNF store:
- £29.6m to date on a portfolio of projects at Andreeva Bay inclusive of technical advice and project management costs as part of the process of making SNF at the site safe and secure.
- £7.2m to date on projects which complement Global Partnership objectives to address the Cold War Legacy in areas of nuclear clean-up, non proliferation and enhanced nuclear safety.
