Non Proliferation - Chemical and Biological Weapons

BERR has policy responsibility for ensuring that the UK continues to meet its obligations under the Chemical Weapons Convention (CWC) and the Biological and Toxin Weapons Convention (BTWC). CWC has legal effect in the UK through the Chemical Weapons Act 1996. The UK National Authority sponsored by BERR is responsible for the implementation of the Chemical Weapons Convention in the UK and also contributes to the development of UK and international policy on chemical and biological related non-proliferation issues.

This Chemical and Biological section of this website is divided in to two distinct sections - the UK CWC National Authority and BTWC where more detailed information may be found in the sub-menu located beneath this menu item to the left of this text.

The CWC and the Act places obligations on companies, universities, other bodies and individuals working with toxic chemicals in the UK. It is important that those producing, processing, consuming, importing or exporting toxic chemicals are aware of their obligations under the CWC and take action to ensure these are discharged effectively.

The UK National Authority works closely with FCO, MoD, the Defence Science & Technology Laboratory at Porton Down, UK industry and academia, and the Organisation for the Prohibition of Chemical Weapons (OPCW) to ensure that the UK’s obligations under the Convention are met effectively and efficiently without undue burden on those impacted by the CWC.
