Terms of Reference: Work and Families HR Advisory Group 

The 2004 Pre-Budget Report (PBR) set out the Government vision for families to ensure that every child has the best start in life and to give parents more choice about how they balance their work and family life.

There are a number of mechanisms which would need to be revised and others which need to be designed and put in place in order to implement the PBR policies. The aim of the Work and Families HR advisory group will be to look at the issues surrounding the practical operation of the policy to provide more choice for parents and to advise on how best to design implementation mechanisms that:

a.      ease compliance for employers
b.      ensure the design of the law is straightforward
