An Independent Review of the Town and Country planning system was launched on 25th March 2005. The review is led by lead by Joanna Killian, Chief Executive of Essex County Council and David Pretty (ex Chief Executive of Barratts Homes) and has been jointly commissioned by the Department of Business Enterprise and Regulatory Reform and Communities and Local Government.
The review will:
• conduct an end to end examination of the development consent process
• provide recommendations for streaming process which will give cost savings for both applications and local authorities
• provide recommendations for quicker and more efficient decision making.
• consider improvements to the interactions between statutory consultees, local authorities and applicants
• Consider how to making the system proportionate.
The review builds on The Barker Review on land use planning which noted the need to establish a better evidence base. As part of evidence gathering the review will:
• identify and review existing evidence
• commission new studies
• conduct a Call for Evidence
