Who Is the Guidance for?

This guidance has been primarily designed to be used by policy officials carrying out Government consultations according to the terms of the Cabinet Office Code of Practice on Consultation (January 2004) and for departmental consultation co-ordinators advising on that process.

It may also be useful for:

  • Anyone responding to or taking part in a Government consultation.
  • Representatives of UK non-departmental public bodies, Independent Regulators and Local Authorities who have not formally adopted the Code of Practice on Consultation, but who wish to follow Government recommended best practice.
