Statement for FOI Pages

The design of the new DTI website and the Content Management System (CMS) used to maintain the site were procured separately. This was necessary because the CMS procurement exercise formed part of a wider joint infrastructure project managed by DTI and UK Trade & Investment.  Due to similar requirements and timescales DTI and UKTI agreed to enter into a joint procurement approach in order to reduce replication of requirements and associated work.

The procurement process for the Content Management System was managed by Fujitsu Services, under the Private Finance Initiative (PFI) agreement it has with the Department. As the customer, the Department was responsible for supplying Fujitsu with its functional requirements. These, together with the technical, professional services and support requirements from Fujitsu, were used to evaluate the market and identify a suitable web based content management system.

Thirteen vendors provided content management system proposals and a short list of four CMS products was presented to the Department by Fujitsu. The decision to select the Rhythmyx CMS was based on best value and the ability of the system to meet both departmental requirements and the technical requirements of Fujitsu.  DTI followed due diligence in ensuring the CMS met requirements through a regime of product demonstrations by the short listed CMS vendors, testing, questioning, customer references and site visits.

The procurement of the design for the new DTI website followed departmental best practice.
