SCS Survey 2006 – publication of results for DTI

We are today publishing the latest survey of members of the Senior Civil Service (SCS). The survey was carried out across the Civil Service in October 2006 and is designed to find out what senior leaders think about:

  • Leadership in the Senior Civil Service.
  • Working in the Senior Civil Service.
  • What improvements need to be made.

The results will provide a measure of progress since the 2004 SCS Survey and will inform future strategy. The full results for the whole Civil Service are available on the Civil Service website.  

The Civil Service is undergoing an important period of reform and a number of cross government initiatives have been introduced to improve management and leadership, including the Capability Reviews. The response rate for members of the SCS in DTI was 68%, compared with 67% for the Senior Civil Service overall.

The survey contains twenty-six questions that can be benchmarked with surveys of staff at all levels across the Civil Service. The SCS results for DTI are more positive than the average response across the whole SCS for twenty-two of these benchmarks. It is encouraging that our senior leaders are committed to seeing the DTI succeed, gain a high sense of personal accomplishment from their jobs and are clear about how their work contributes to our objectives.

But there are things that we need to further strengthen in order to improve our leadership capability. Along with other Permanent Secretaries, I am committed to leading this reform agenda and expect to be held accountable for the DTI's SCS Survey results. In our implementation plan, following the recent Capability Review, we identified four key areas that we need to work on:

  • Achieving clarity of purpose.
  • Developing a strong, confident leadership.
  • Operating by agreed corporate standards and responsibilities.
  • Strengthening our model for delivery.

The SCS Survey results will help to sharpen our focus on what needs to be done to ensure that the DTI is best placed to help create the conditions for business success and help the UK respond to the challenge of globalisation.
