Amendments to Certain OGELS and 2 new OGELs June 2007

Notice to Exporters

1. The Department of Trade and Industry has issued 2 new Open General Export Licences (OGEL) and amended a number of others.  Details as follows,

New:

  • OGEL (Software and Source Code for Military Goods):-

Covers a wide range of military software (including Source Codes), subject to certain conditions and restrictions,  where it is either in support of goods or software supplied within the last 2 years, or being supplied for a limited period for the purpose of evaluation;

  • OGEL (Exports of non-lethal military and dual-use goods: To UK Diplomatic Missions or Consular Posts):-

Covers the export of a limited range of non-lethal military and dual-use goods, subject to certain conditions and restrictions, to any UK Diplomatic mission or consular post overseas where it is intended for the exclusive use of HMG personnel.

The above licences were agreed following discussions between Government and industry representatives.

Amended:

  • OGEL (Technology for Military Goods):-

Changes include clarifying the export requirements for technology, removing “source Codes” from the interpretation of “technology”, excluding from the cover of the licence additional goods and equipment related to MANPADS, and revising the country schedule.

  • OGEL (Military Components):-

Changes are in respect of excluding from the cover of the licence additional goods and equipment related to MANPADS.

  • OGEL (Export After Repair/replacement under warranty: Military Goods):-

Pakistan has been removed from the list of excluded countries.

  • OGEL (Military Goods: Government and NATO End-Use):-

Changes include extending cover to the armed force of permitted destinations when deployed overseas, clarifying cover given to NATO, modifying the WMD exclusions in respect of detection and identification, excluding additional goods and equipment related to MANPADS, extending the range of software that can be exported and revising the country schedule. 

  • OGEL (Military Goods: For Demonstration):-

Changes are in respect removal of the Government limitation, extending the range of options for limiting the period where software is made available and excluding additional goods and equipment related to MANPADS.

  • Open General Transhipment Licence (OGTL):-
  • Open General Trade Control Licence (OGTCL):-

Changes to the above two licences relate to the removal of the importation exclusion of goods from Iraq but adding Iran and North Korea, and excluding goods and equipment related to MANPADS.

The new and amended licences will come into force on 11th June 2007.
