1. As from 1 January 2007 the Membership of the European Union (EU) has been extended to 27 countries. Details as follows,
Bulgaria and Romania
Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Hungary, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and UK.
2. A consequence of enlargement is that dual-use goods listed in Annex I, other than those listed in Annex IV, of Council Regulation (EC) No.1334 will not be subject to export licensing requirements for transfers between the 27 EU Member States. Please remember though that the statement given in Article 21 (7) of this regulation should be quoted on the paperwork for intra-community transfers.
3. Licences, including Open General Export Licences (OGELS), which may have, prior to 1 January 2007, allowed the export of dual-use goods to Romania or Bulgaria will no longer be required where the transfer is for an end user in a destination within the enlarged EU.
4. There will be some limited changes to the export licensing requirements in relation to Military List items as a consequence of enlargement[[1]
