EC "Torture" Regulation: Amendments to OGELs, OGTLs and OGTCL, 30 July 2006

The Department of Trade and Industry will be amending a number of Open General Licences following implementation of Council Regulation (EC) No.1236/2005 concerning trade in equipment which could be used for capital punishment and torture.  The amended licences will come into force on 30 July 2006 and will be up on the website on that day.

The following will be amended by revising the entry for PL5001, which is as a consequence of changes made to the control entry:

  • OGEL (Military Components)
  • OGEL (Military Goods: Export For Exhibition)
  • OGEL (Technology for Military Goods)
  • OGEL (Military Goods: Export After Repair/Replacement under Warranty)
  • OGEL (Military Goods: Export After Exhibition or Demonstration)
  • OGEL: (Military Goods: Export For Repair/Replacement under Warranty)
  • OGEL (Military Goods: Historic Military Goods)
  • OGEL (Military Goods: Exports or Transfers in Support of UK Government Defence Contracts)
  • OGEL (Military Goods: Access Overseas to Technology for Military Goods: Individual Use Only)
  • Open General Trade Control Licence

The following licences :

  • OGEL (Military and Dual-Use Goods: UK Forces Deployed in Non-Embargoed Destinations)
  • OGEL (Military and Dual-Use Goods: UK Forces Deployed in Embargoed Destinations)

will be amended by:
o    making a name change;
o    extending the interpretation of "MOD notified civilian contingent";
o    extending the goods covered;
o    removing Bosnia and Herzegovina from the country schedule;and
o    revising the entry for PL5001:


The following licence will be amended by removing Estonia, Latvia, Lithuania and Slovenia from the list of destinations excluded from use of the Licence and revising the entry for PL5001:

  • Open General Transhipment Licence

The licence below will be amended by removing Slovenia from the list of destinations excluded from use of the licence:

  • Open General Transhipment Licence (Sporting Guns)
