PSA Target 8. Make the UK the best place in the world for e-business, with an extensive and competitive broadband market, judged using international comparative measures of business uptake and use of information and communication techniques.
Data
The target will be measured via the DTI’s annual International Benchmarking study and work with the Broadband Stakeholder Group on the benchmarking of the UK’s broadband market. The third assessment of the UK broadband market was published in the UK online report 2003.
Contracts will be let for of the respective studies. Booz Allen Hamilton in cooperation with market research company, HI Europe was awarded the contract for the survey work for the 2003 IBS. Statistics underlying the benchmarking of the UK broadband market are collected by Analysys Consulting.
Quality controls
DTI ensure that all research is conducted by reputable organisations and that DTI statisticians approve all research methodologies. The wider research framework is also the subject of public consultation.
Definitions
“the world” – the UK, the USA, the Republic of Ireland, Canada, Australia, Japan, France, Germany, Italy, Sweden and South Korea. The Broadband target is measured against G7 (although for interest we also look at S Korea, Sweden, Australia and Ireland)
Baseline data
The UK is positioned 7th in the world in its take up and use as measured by the sophistication index of the International Benchmarking Study (IBS) 2003. This “sophistication rating”, which is designed to provide a single measure of the extent to which businesses are making sophisticated use of ICTs, is to be validated through external consultation over the coming months and the baseline may therefore shift. The third assessment of the UK broadband market was published in December 2003. According to this assessment the UK is joint 3rd in extensive and 3rd for the most competitive broadband market in the G7.

The target of being the best in the world is to be reached by December 2006 and will be assessed by the 2007 International Benchmarking Study
