Representation Seminar

17 November 2004 (afternoon session)

 

The Representation of Nations, Regions and Communities project is one of a dozen or so areas that were identified as warranting additional, and specific, investigative work following a gap analysis of what was planned in terms of consultation and research as part of the Charter review.

The project itself was designed to capture the whole of the BBC's activities in this area, and the outcomes it delivers. The definitions of the main terms are as follows:

  • “Nations” refers to Scotland, Wales and Northern Ireland;

  • “Regions” refers primarily to the English regions but also the broader geographical regions within the nations listed above;

  • “Local communities”: as geographical groupings within the regions (it also covers the communities based on language which also have a distinct geographical basis - ie Welsh, Scots Gaelic etc).

The BBC has provided a detailed account of what it is currently doing in this sector and that evidence, along with wider thoughts on what the BBC's future role in terms of representation should be, formed the basis of this informed seminar. The seminar considered issues such as the principles behind representation, the BBC's role, and what the BBC can actively contribute, it was chaired by Lord Burns, and attended by industry stakeholders and members of the public as well as members of the independent panel.

The BBC has produced a submission for Charter Review in relation to its role in the area of representing the nations and regions. The scope of this document was agreed in advance with DCMS. It formed part of the papers for the Representation seminar that was held by Lord Burns on 17 November.
