ACCELERATED INCREMENTAL PROGRESSION (AIP)

Pay 2000 has given individuals the opportunity to gain up to 24 months of Accelerated Incremental Progression (AIP) during a career subject to the attainment of relevant qualifications as determined by the single Services and with the approval of MOD.  The maximum period of AIP that can be awarded at any one time is 12 months although shorter periods may be awarded if appropriate. 

Army

AIP is based on 2 qualifications (attainment of Class 2 and Class 1 employment qualifications) each to be rewarded by 12 months of AIP.

RN and RM

AIP is linked to the gaining of specialist and other qualifications such as attainment of NVQs.  Each branch in the RN, RM and QARNNS has been closely scrutinised by their  Branch Manager who has allocated AIP to their individual branches.   AIP can be gained at the Able Rate, Leading Hand and Petty Officer level and for Artificers at Petty Officer and Chief Petty Officer level.  Each branch uses different qualifications to support their individual branch structures.  AIP credits are expressed in months and vary in duration from a minimum of 3 months to a maximum of 12 months.  Detailed instructions by Branch are contained in the revised BR1950 Chapter 10, Annex B.

RAF

AIP is based on linking pay incentives with the SDR policy for personnel development.  There will be 4 pay incentives, 3 that are rank-related and the 4th of that can be applied at any rank.  This combination means that when Pay 2000 is introduced, every airman, irrespective of rank, will have the opportunity to take advantage of AIP.  Each qualification will be rewarded by 12 months of AIP and thus an airman may only benefit from 2 pay incentives during his career.  Further details are in AP 3392 Volume 2 Leaflet 1803.

How does AIP work?

An individual who is awarded AIP will be able to progress to the next pay level more quickly, subject to meeting the other progression criteria of satisfactory performance and experience.

An individual will normally start at Pay Level 1 on promotion and will progress annually thereafter either until they are either promoted or reach the top pay level for their rank.  This is illustrated below where an individual promoted on 10 Oct 01 will take 6 years to get to the top pay level for their rank.

However, if they gain a qualification rewarded by 12 months of AIP after they are promoted, they will be able to progress more quickly.  In the example below, they gain 12 months of AIP on 10 Jun 03 and immediately move to Pay Level 3, despite only having spent 8 months on Pay Level 2.  On the anniversary of their promotion, they move to Pay Level 4 despite having only spent 4 months on Pay Level 3.

The impact of this award is that from 10 Jun 03 until 10 Oct 07, they will earn more than the individual who did not obtain AIP.
