 Project READER

What

  • There are MOD-wide large scale initiatives such as Project SLAM in England and Wales and Project PUMA in Germany, which will deliver one man, one room with ensuite facilities to trained soldiers across the Army Estate.
     
  • The Army has a project already underway as an interim measure to contain the situation pending delivery of the improvements in SLAM and PUMA - this is Project Reader
     
  • Project Reader is a package of improvements to all ranks Single Living Accommodation (SLA) in Land Command locations across UK and Germany. A Scoping Study was conducted by Lt Col Ken Reader RE in July 2000 that identified a programme of work to remedy conditions in the very worst SLA, concentrating on improvements to ablutions, heating systems, windows, roofs and internal decoration.

Soldier Magazine Article

  • Soldier Magazine published an article in April 02 about a recent barracks make-over carried out for 32 Engineer Regiment under Project READER.

Why

  • Project Reader puts people first. The condition of living accommodation is a key factor in maintaining the morale of the Army’s highly skilled and motivated soldiers and, most importantly, in retaining them.

Where

  • Project Reader will bring some improvements in the accommodation of soldiers occupying the barracks affected

When

  • Project Reader is being delivered under the PROPMAN system and the first year of activity is well on track to complete by 31 March 2002. A number of serials have already been completed. Phase 1 will be finished by March 2002, the whole programme being planned to complete by March 2003.

How Much?

  • The STP01 settlement allocated Project Reader £23m across LAND and AG, initially over 4 years but now reduced to 2 years,  Project Reader Second Wave sites are now being evaluated and the programme will be published soon.  By 31 March 2002 over 4,000 soldiers will have received some benefit from Project Reader packages.
