COMMAND LEADERSHIP MANAGEMENT (CLM) AND BASIC SKILLS

ACCREDITATION OPPORTUNITIES FOR CLM

CLM

1.         The NCO and WO Command, Leadership and Management (CLM) courses are designed to develop effective command, leadership and management skills in NCOs and WOs throughout the Army. CLM comprises 2 phases which are delivered on a 'just enough, just in time" basis: the educational component being delivered by Army Education Services (AES) and the respective Arms and Services (A&S) delivering the training component. The programme is based on a generic set of competencies, the Management and development of subordinates, Communication Skills and Defence Knowledge. CLM is designed to developmental building on experience gained in post. Opportunities exist for NCOs and WOs to accredit their achievement on CLM towards a range of awards:

            a.         Professional and vocational qualifications in management.

            b.         Opportunities for degree level study.

            c.         Membership of professional institutions.

2.         AECs deliver CLM as follows:

a.         JNCO CLM.  A 3 day package providing the educational foundation for further CLM development. It takes place after the 9 day training component delivered by A&S, once selected for promotion to Cpl. All personnel must hold a Level 1 qualification in Literacy prior to entry onto the AEC element of the JNCO course.

             b.         SNCO CLM.  An 18 day package delivered in 2 parts:

(1)       Part 1.    A 15 day centralised educational package delivered by AECs.

(2)       Part 2.   A 3 day A&S distributed training package, which builds on the training received in Part 1 and is undertaken once Part 1 has been completed.

             c.         WO CLM.  An 18 day package delivered in 2 parts:

 (1)       Part 1.   A 15 day centralised educational package delivered by AECs.

(2)       Part 2.   A 3 day A&S distributed training package, unlike SNCO CLM, the sequencing of Parts 1 and 2 is unimportant.

BASIC SKILLS

Background

1.         The term 'Basic Skills' (BS) is defined by the Basic Skills Agency as "the ability to read, write and speak in English and use mathematics at a level necessary to function and progress at work and in society in general". BS standards in numeracy and literacy have been set by the Qualifications and Curriculum Authority (QCA) . These standards extend across the range from Entry Level 1 (EL1) which is the expected level of attainment for a 5 year old, through to Level 2 (L2) which is equivalent to the level of literacy and numeracy demonstrated at GCSE grades A-C. BS qualifications are awarded in numeracy, literacy and English for Speakers of Other Languages (ESOL).

Aim.

2.         The aim of Army BS provision is to ensure that at the earliest opportunity all Army personnel develop the numeracy and literacy skills essential to a minimum level of operability in order to provide a basis for their future development within the Army. The target is that all personnel attain at least L1 (GCSE grade D-G or equivalent) literacy and numeracy standards within 3 years of joining the service.

Provision

3.         With effect from 1 Apr 06 Initial Assessments (IA) will be conducted at recruiting offices, before candidates are selected and enlisted. Those candidates with literacy and/or numeracy skills assessed as operating below EL2 (the level expected of a 7 year old) will be deferred. They will be directed to local FE colleges and private providers to seek tailored BS support. Deferred candidates may re-apply once their skills are shown to be at EL2 or above.

4.         BS delivered by qualified Basic Skills Tutors (BSTs) in 40 locations across the Army, including 33 Army Education Centres (AECs) and 6 Initial Training Units . BSTs manage and deliver in-house provision and co-ordinate external Basic Skills services for Army personnel. Support is extended through networks of local BS volunteers and mentors. 

5.         In-house MOD funded capacity alone will not satisfy the BS needs of the Army. Collaborative working with external organisations at regional and national level is underway to provide the necessary scale of provision, flexibility, range of opportunities and additional funding.
