49 (East) Brigade Organisation

Organisation. The Brigade comprises of:

G2/G3 Branch.

SO2 Regional Co-ordinator. Staffs recruiting and support to recruiting for the Regular and TA units within the Brigade area. The post has been renamed to reflect the bringing together of all relevant recruiting agents. 

The National Activity Recruiting Plan (NRAP) is the planning tool used by the Mini Regional Co-ordinating Committee (RCC(E) to scrutinize the catalogue of recruiting activity events six months in advance throughout the Bde area. Units submit their NRAP proforma monthly forecasting their six monthly activities. SO2 Regional Co-ord administers the secretariat for the Mini RCC(E) and the Main RCC (E) which meet quarterly to plan and develop recruiting policy in the Bde area.

Support to the Army Presentation Team (APT) is given by  SO2 Regional Co-ord as the Bde Liaison Officer  who manages the core presentations at regional level. The Bde receives 8 presentation slots annually from APG and these are evenly divided between East Midlands and East Anglia . The Bde actively pursues Special APT presentations where necessary.  

Bde Recruiting Policy for NRAP and RRTs is produced and issued in directive by SO2 Regional Co-ord who also staffs the Bde Recruiting Directive and Employer Support.  

Employer Support staffing issues are co-ordinated by SO2 Regional Co-ord. including Exercise Executive Stretch which is the annual event in which civilian managers can participate in a training exercise to improve their knowledge of the Army and support of TA personnel.  

Statistical Returns provide unit strength stats and enlistment stats from CRR(E) for the Bde Comd for his attendance at DCG quarterly conferences.  

TA Recruiter Courses are aimed at those who are required to manage the recruiting process in TACs. Bids for courses are through SO2 Regional Co-ord. There has been an excellent response to these courses this year.

Recruiting Surges are co-ordinated through SO2 Regional Co-ord in liaison with CRR(E).  

Regional TA Day with planned Bde visits is co-ordinated by S02 Regional Co-ord.

Efficiency Development Officer (EDO) . The EDO is responsible for ensuring 49 (East) Brigade obtains maximum value for money from the 550 civilian staff within the Brigade area of responsibility. The civilian staff range from non-industrial grades E2 to C2 and industrials ranging from labourers in Zone 1 to qualified fitters in Zone 3. Supported by an E1 the EDO reviews the requirement for current, old and new posts and is fully JEGS trained to ensure the right grade of personnel is doing the right job. The Brigade Commander has full delegation to manage the civilian pay budget and the EDO is the resource manager who advises on how to use the budget in the most cost effective manner. Acting in close liaison with Civilian Personnel and the Trade Unions, posts are amended, deleted or created and working practices are updated with minimum impact on individuals.

The EDO also acts as the civilian staff advisor to all Brigade HQ staff on any civilian staff issues ranging from Performance and Development Reports, Performance Pay Recommendations, Special Bonuses, attendance , discipline, restoring efficiency, interview and selection boards.

Lands Training Areas and Ranges (LTAR). The LTAR Branch of the Headquarters inspects all Army firing ranges within the Brigade area in order to ensure that they are maintained and administered as safely as possible. It provides advice on training safety to Army training area staff and scrutinises plans to conduct military and adventurous training on non MoD land throughout the region. Last, the branch helps to co-ordinate notification to the public and local authorities of large-scale exercises and, when appropriate, low flying helicopter training.

Staff & Personnel Support (SPS) Branch. SPS Branch is principally responsible for the effective and efficient delivery of high quality personnel administration to the Army.  The main functions that SPS personnel are involved in are:

  • Inspection. The provision and application of an inspection process that is dynamic, meaningful and constructive, which confirms that the SPS services are effectively delivered to the Army at unit level and which audits and safeguards the integrity of our financial systems.

  • Staff Support. Administrative and clerical support to units and headquarters in peace and war, and the development of procedures for managing information.

  • Personnel Administration. Maintenance and updating of the officer and soldiers ROS, the provision of Service ID Cards, and the setting of the personnel administration functional standards across the Army.

  • Pay & Pensions. The assessment of pay and allowances (and recovery of charges), the assessment and award of terminal benefits, and the provision of a financial service to all ranks in the Army.

  • Public Funds. The provision of an appropriately manned, trained and equipped organisation that is able to make and record authorised public expenditure and bring receipts to account in accordance with government and MOD accounting regulations.

  • Service Funds. The policy for and the management, accounting and audit of unit/regimental Service Funds, in consultation with The Charity Commissioners.

  • Other Specialist Functions:

    • Management Accountancy

    • Information Technology

    • Army Welfare

    • Recruiters

G4 Branch. G4 Est staff are responsible for works and land issues throughout the Regular Army elements of the Brigade Area.  Day-to-Day maintenance and minor works are carried out using a ‘Property Management’ organization which combines a user representative (the Property Manager), a technical consultant (the Establishment Works Consultant (EWC)) and a Works Services Manager (WSM) to arrange and manage the works on our behalf.

By early 2006, the Property Management organization will have been replaced with a new arrangement for procuring works which will be known as Regional Prime Contracting (RPC).  Under RPC, a single contractor (or consortia) will be responsible for providing core services for the entire Brigade Area for 7 to 10 years under a Tri-Service contractual agreement

LOG SP Branch. To provide logistic support to both administrative and operationally controlled units located within the Bde Area.The services include:

Contract:  To provide contract monitoring service of 7 Multi Activity Contracts (MACs), which provide a range of infrastructure support to Units.  Further to this any amendments to contract relating to services within the MACs are staffed through the Branch.  The daily management of the MACs is the responsibility of the Contracts Authorising Officer (CAO).

Catering:  To provide technical support to units within the Bde area, which include Logistic Technical Inspection in order to validate mandatory requirements relating to both  procedural and legislative requirements and offering assistance where necessary.  CILOR bids are coordinated through the Catering Cell.  This department is managed on a daily basis by 2 BCWOs, who cover specific locations within the Bde Area.

Materiel:  To provide technical support to units within the Bde area, which include Logistic Technical Inspection advising units on procedural matters.  Equipment procurement for non NSN equipment is managed through the Materiel Cell.  This department is managed on a daily basis by the BOWO and E1 Mat

Transport:  To coordinate and control all White Fleet Vehicles bid for all Bde Units and the management of unit White Fleet Holdings.  Fuel expenditure and the management of fuel agency cards are controlled from here.  Accident reports and Driver Trg is coordinated through the Master Driver.  Finally, flight bookings and other movement enquiries are also managed through this cell.  This cell is managed on a daily basis by SO3 Log (FM), Master Driver and E1 Transport.
