National Policy
The work on the New Chapter of the Strategic Defence Review indicated that there was an additional role for Reserve Forces in home defence and security tasks.
Following extensive discussion the creation of a Civil Contingencies Reaction Force (CCRF) was announced on 31 October 2002. The key elements of the CCRF are as follows:
There are two CCRFs in the 15 (NE) Brigade area. CCRF (South) covers the Yorkshire & Humberside Police areas. CCRF (North) covers the Northumbria, Cleveland and Durham Constabulary areas. Each CCRF will consist of a force of 500 all ranks, each based on the headquarters of the 4th Battalion The Yorkshire Regiment and 5th Battalion The Royal Regiment of Fusiliers, with personnel drawn from all units within the Brigade area of responsibility.
CCRFs may be used to provide unarmed general duty assistance to the Civil Authorities in the event of a major emergency.
Lead responsibility for domestic security lies with the civil authorities, and within Government with the Home Secretary. Use of the Armed forces for home defence and security tasks will always be at the specific request of the civil authorities.
