ELMS System Release
The ELMS system is now available to authorities to complete configuration and user set-up as required under Tasks 15, 16 and 17:
- Task 15 - Set Up ELMS Users
- Task 16 - Create 'Processing Departments' and Assign Users
- Task 17 - Localise Formalities (Self-Service Configuration) e.g. set fees, tacit consent periods etc.
Who should use the system?
- The system should be used by authorities using either only ELMS-hosted applications or a mixture of the ELMS-hosted applications and their own online forms facility. You will need to configure the fees and other details of ELMS hosted application forms for your own authority.
- If you are unsure which category your authority falls into or need further guidance, please contact the implementation team at BIS by emailing servicesdirective@bis.gsi.gov.uk.
Who doesn't need to use the system?
- Those authorities that are planning to host all applications on their own site, which must include online forms and online payment, only need to provide deep links to Local Directgov (Task 5). If this is the case for your authority, you will not need to carry our any configuration of formalities.
What is available on ELMS?
- We are releasing the ELMS User Self Service components of the system, which will allow you to carry out the formality configuration tasks.
- The ELMS operational screens will also be available. You will use these to process applications once you have configured your formalities but you should start with ELMS Self Service as this is the first step to setting up a formality for public use.
What is not yet available on ELMS?
- We are not releasing the part of the site that would allow businesses to use the system. Please see 'When will businesses be able to access my authority's formalities?' below for more details.
What do I need to do before I can access the system?
You must complete the following tasks:
- Task 5 - Provide URLs to Local Directgov
- Task 7 - Ensure System Compatibility to ELMS
- Task 8 - Provide Formality Configuration Information (i.e. respond to Emails 1,2 & 3)
- Task 10 - Provide Payment Service Configuration Details
You should let the ELMS team know when you are beginning to configure your formalities - this will help to ensure that you are properly supported throughout the process. To do this, email elms@businesslink.gsi.gov.uk with your authority's details and the dates when you plan to start configuring your formalities.
How can I access the system?
- Before you start using the system, you should register your authority on the Government Gateway using the 'Known Facts' that were supplied by recorded post, week commencing 23rd November. If you have not received these please notify the ELMS team as soon as possible by emailing: elms@businesslink.gsi.gov.uk.
- You will also need to register your authority's users (administrators and operational users)
- Once you have registered your authority your will be able to access the system - you will find links to access the system on the ELMS Account page.
You will find two links:-
Administrator Login that allows you to log into self service where you will configure your authority and your formalities. This will be the first link that you require.
Operational User Login where your operational users will login to download submitted licence applications once they are available to the public. You will not need to use this until you have deployed formalities for use by the public.

Please refer to these manuals carefully when you are carrying out your configuration tasks. If you have any feedback on the manuals or any ideas for how they might be improved, please let the ELMS team know by emailing: elms@businesslink.gsi.gov.uk.
What formalities can I configure?
- A full list of formalities currently available is listed on the ELMS Portal.
How do I check what I have configured?
- Once you have deployed your formalities, we will provide you with links to your deployed formalities.
- When you have deployed your formalities, please let us know by sending an email to elms@businesslink.gsi.gov.uk and we will send you a set of links that you will be able to use to simulate logging in as a member of the public. This will enable you to test that the formalities that you have configured work.
- When you click on the links, you will then be able to generate a dummy user that you can then use to test your formalities.
When will businesses be able to access my authority's formalities?
- The public facing site, which will allow businesses to apply for licences, is due to be launched on 21st December 2009.
- This means that, although the Services Directive does not come into effect until 28th December 2009, you may receive online applications from 21st December that you will be able to process using the ELMS system.
- Once you have configured and successfully deployed your formalities, you will not have to carry out any extra work from 21st December - these will simply become available for use from that date.
What do I do if I find there's a problem with the system?
- If you do find a problem, you should first check whether it is listed on the 'ELMS Solutions Centre' page on ELMS.
- If the issue is listed, this means that we are already aware of the problem and planning to fix it. We will attempt to provide workaround information for any issues that we are aware of.
- If it is not listed, please notify us at elms@businesslink.gsi.gov.uk. In order to help us to resolve the issue, it would be helpful if you could provide the following information:
- Your contact details (authority, name, contact information etc.)
- Description of the issue
- How to recreate the issue
- Any screenshots showing the steps you followed when the issue occurred
- We will let you know when we have receive your email and what action is being taken (a feedback form for notification purposes will be available for you to use shortly).
