Science and Innovation Investment Framework 2004-2014 : Annual Report 2009

The report sets out the department’s progress to date against the framework’s six aspirations and the proposals set out in the framework ‘Next Steps’ document published at Budget 2006.

Key highlights include:

  • The UK’s continued strong performance in delivering world class, sustainable research demonstrates that recent investments in research infrastructure have paid off;
  • Knowledge transfer and commercialisation activities from the science base have been firmly established across the university sector and within Research Councils. In particular, the numbers of spin-outs remain well ahead of the early nineties;
  • Business investment in R&D is growing in real terms. However, keeping pace with GDP growth remains one of the toughest challenges in meeting the long-term ambitions set out in the ten-year framework;
  • R&D tax credits were extended further to small- and medium-sized enterprises (SMEs) in 2008;
  • There has been encouraging increases in the proportion of young people reaching expected levels in science and mathematics. Applications for science, technology, engineering and mathematics (STEM) subjects at university have also grown;

Science and Innovation Investment Framework 2004-2014

In 2004 the Government published the ten-year Science and Innovation Investment Framework, setting out a long-term vision for UK science and innovation, together with ambitions for public and private investment in R&D to reach 2.5 per cent of GDP by 2014. The ten-year framework followed on from the earlier 2002 Investing in Innovation strategy and the Excellence and Opportunity white paper published in 2000. 

Economic Impact Reporting Framework

Alongside the Science and Innovation Investment Framework the Government made a commitment to report annually on progress against a relevant set of indicators. BIS has developed a reporting framework and set of indicators to assess the health of the science and innovation system, the system that delivers economic impacts. The latest assessment is contained in the Economic impacts of investment in research and innovation report, which replaces the former "Progress Against Indicators" publication.
