The DPEC was required to be implemented by Member States by 31 October 2003. A public consultation on how to implement it was held from 27 March 2003 to 19 June 2003. Final implementing Regulations were prepared taking into account the responses received and were laid before Parliament on 18 September 2003, which came into force on 11 December 2003.

In view of the volume of responses received during the consultation, which was 420, individual responses are not available online.
